Mandated report: The effects of the Hospital Readmissions Reduction Program

To encourage hospitals to reduce preventable readmissions, CMS began to publicly report hospital-level readmission rates for acute myocardial infarction (AMI), heart failure, and pneumonia in 2009. As a cross-check on the robustness of the unplanned-readmission methodology, the authors compared trends in unplanned readmissions with a metric of potentially preventable readmissions (PPRs) developed by 3M.
