Maryland: Final Recommendation for the Hospital Acquired Conditions Program for Rate Year 2021

Maryland’s Quality programs must measure and reward better quality and reinforce the incentives of the Population Based Revenue system, as well as penalize poor performance and potential unintended consequences. Under the 2014-2018 All-Payer Model Agreement between Maryland and the Centers for Medicare & Medicaid Services (CMS), there were specific quality performance requirements, including reducing all-payer complications by 30 percent by the end of 2018 as measured by 3M Potentially Preventable Complication (PPC) measures.
